Most engagements move through all three. Some stop after the first, which is a perfectly good outcome if the answer turns out to be "do less".
Understand the business before the stack. What you sell, to whom, at what margin, and what has to be true in eighteen months. Only then is it worth asking whether the technology supports that.
Turn the direction into something with an order, an owner and a cost. This is usually where the difficult conversations happen, and where the value is.
Stay through the part where it has to actually work. Building it, covering a seat, or standing alongside your team while they do it themselves, whichever the situation calls for.
Four shapes cover almost everything. If none of them fit, say so on the call and we will work out something that does.
